waht's amazing about the constitution and the tribunal in haiti and your posting is that a court claimed it had no juridiction to try a dismissed official.

Did the former prime minister resign before any charge has set against him for the killings?

if he really did, unfortunately, the court can legally try him. it is not a parliament issue.

it is the criminal justice issue with the troubled country.

i think they probably need a special prosecutor or a change of venue to prevent a partial (bias) jury. in sum, all they have to do is come up with all the evidence and the testimonies of the victims and witnesses and the well set of causes and effects.
