According to the Constitution of 1987 the President cannot dissolve the Parliament.

The President is the head of the executive branch.

The Senators and the Congressmen represent the legislative branch.

There is also a third branch: the Judiciary one.

These three branches of government are independent from each other.

The Parliament has to do its job: make sure the Contitution and the laws of the Republic are respected and control the actions of the government.

Senators and Congressmen are the eyes and the ears of the People.

When the President is not acting for the well being of the Haitian People, the Parliament has to step in.

When the President does not respect the laws and the Constitution, the Parliament has to step in.

When the President ignores the criteria to appoint a Prime Minister, the Parliament has no other alternative than to reject the choice.

President Preval is the one to be blamed, not the Congressmen.

He keeps making the bad choices on purpose.

He needs to stop playing with the destiny of the Nation and think seriously about how to alleviate the sufferings of the Haitian People.

He needs to learn the ABC of politics.

He needs to put the interest of the Haitian People before his own interests and those of his friends and advisers.

He needs to take the necessary steps to gather all the different sectors of the nation and ask for guidance and advice.

It is not the time to think about dissolving the Parliament: it would be a foolish act with unknown consequences.

We know President Preval would like to spend the rest of his life in Haiti.

He has no plan to follow Jean Bertrand Aristide in South Africa.

Aristide disbanded the army but later on he had to leave the country.

We invite the President to seize the occasion after this third defeat to behave like a responsible leader and bring to the Haitian People the hope that He had promised during his presidential campaign.
