Rene Lumene,
I am also a Haitian American serving in the United States Army (Atlanta, GA).

I share your deep concern for the economic system of Haiti.

However, I do not believe that a Haitian economic system can be rebuilt unless there is a drastic re-evaluation of the principles that drive that very system.

Gone are the days when Caribbean nations can subsidize their economies with the tourism industry.

The steady decline of this significant revenue has caused the Haitian economy to come to a screeching halt.

I believe that there are two major functions that President Preval should focus on in order to stimulate the economy in a way that will significantly reduce the rate of starvation in our beloved country.

First, the government must focus its attention on INDUSTRIAL agricultural development in the south.

I say industrial because the current substance farming that is being conducted will not produce enough staple goods to support the need of the nation as a whole.

Industrialized rearing of livestock, mass crop growth, land re-use and fertilization planning, and large scale irrigation are but a few examples of the type of focus the government needs to take. Industrial agriculture and farming will also create jobs and aid in economic development.

The second focus needs to be TRANSPORTATION.

Part of the problem with the current starvation is overpopulation with limited resources.

Most people have moved to the larger cities and towns in search of work and opportunity.

However, if the government would provide mass transit alternatives, such as buses and mass RAIL transit, this would give people the ability to spread out, and for resources to be distributed easier.

Also Heavy Rail lines and trains would aid in the industrial farming that I spoke of earlier.

This would attract many people to move back to the countryside, if they had a reliable means of transporting goods to the cities for market and retail sales.

By stimulating a movement back out to the countryside, the government could help to reduce overpopulation, provide the logistical structure to move natural resources, people and food, and solve the starvation problem in Haiti.
