This was initially written in 2003. The basic idea is identical as in wireless system: capacity reuse to reduce operational costs.

The frame work itself is environment-independent.

It could work in Haiti as well other nations short on cash and qualified personel.

Experts would not do the actual work! That would defeat the purpose of being in the leadership position to begin with. But I dream of a country where the people in charge are experts in their fields instead of solely political appointees.
