They are both incompetent but I don't think Preval is as corrupted or as much a dictator as his former boss. We can give him a little credit.

He does not have time to master the art of badness and criminality.

He's drunk most of the times.

Watch out: I heard the bourgeoisie is preparing a coup again because they don't like the fact that Preval is making everybody pay taxes, especially taxes on importation,
