What is really needed is a forgive-and-forget plan for all that owe taxes - pay up to half and the rest will be forgiven.

To take it a step further if those 150 families lifted the barriers to normal entry into the Haitian market, give up their desire for monopoly, then their tax burden will be alleviated because the rest could invest and bring some competion, and some lower prices for the Haitian consumers finally.
