True.But who controls angry crowd!
Specially when nowadays many malicious people can easily infiltrate the crowd.

That's why the government needs to also address the blackout problem and burry the kidnapping for good. You don't solve a problem half way. Either you solve it or you don't solve it.
The message needs to be loud and clear.

What is tolerable and what is intolerable?
