The Americans should keep all Haitians that were given a permanent residency visa when they commit a crime in the American territory.

If those same people can server in Army to defend American interest than they should rehabilitate them when they commit crimes in the United States.

The Haitian government should only accept undocumented immigrants who have committed a crime in the USA. The undocumented immigrants who have not committed a crime should be allowed to stay with an 18 months work permit and pay the Americans the appropriate taxes.
