Looking at a current Google map of Haiti nationsonline.org/oneworld/map/google_map_haiti.htm, you see that it is not the whole and entire Island that lacks infrastructure.

The Infrastructure challenge of the Country of which Haiti faces exist only in those already built cities of which their infrastructures have already been deteriorated beyond repair or that it would be too costly in both monetary and strategical planning to improve their already damage state and conditions and to add as well the time consumption and great interruption it could cause the Country in whole thus render such task nearly impossible.

To improve those cities' condition it would require massive destruction and rebuilding of certain already existed fundamental infrastructures which with the massive over populated atmosphere of those cities would not be able to sustain on a daily basis such high level of reconstruction given the lack of materials, equipments as well as the lack of the country's economy and the psychological education of the people who are not ready for such high capacity of renovation due to the fact that they depend on the regular urban rural flow of commerce for their everyday survival which would change drastically and would do more harms than good to the already existed rural sanitation and disfigurement problem of the Country in those capital high populated cities.

The best manageable solution is, to start a massive development by building brand new cities and communities with brand new infrastructures in other selected remote landscape areas that are not yet habitable and corrupted by over population and would not interrupt the daily flow of these other major cities.
