Mr. Titus this sounds like bunch of excuses to me. Success is usually accomplish after numerous trials and errors.

Failure is just one stepping stone towards success.

Haiti can use its own local companies to build whatever they need. In some cases they might work and or consult with engineers with more experience in a particular field then they have; Nevertheless the bulk of the work could be done by local builders to minimize the overall cost of the project.

It would be betterif we all focus on results, not on what could have been, if only this or that had happenned.
