In Qatar, since the discovery of oil, the quality of life for every citizen has increased tremendously.

Since the discovery of oil there, the government created so many social services and raised the standard of living for all its citizens.

The same can't be said of the life of the average citizens in many oil rich Arab countries.

It's all about the government and national leadership.
