To help Haiti get out of his horrible situation, all options should be put on the table.
You have made some suggestions worth of attentive considerations.
But some of them are not in the realm of feasibility.
A view from the sky tells us that the slum you've talked about are terrible eyes sores.
Something must be done about them. I don't believe they can be destroyed, and we should sent the people back to the provinces.
That will create some social problems.
What about preventing new slums around the cities?
What about rebuilding these " cites", and make them look nice and decent, with a modern look?
The curfew suggested after certain hours sounds good, but my personal opinion is that is not good idea. We do not have social security number in Haiti, We have government ID card needed for almost all transactions.
I don't know if the number assigned to a person is permanent.
In colonial times, and long after the country became independent, we had 3 provinces: North, West and South.
Later on, the Northern Province which was a kingdom was divided into 3 provinces, North, North-West and Artibonite.
The division of the kingdom continued.
IT was further divided into North and North-Est, Artibonite and Plateau Central.
The Southern province was divided into 3: South, South Est, and South West. Now we have 9 Departments or Provinces.
Also large communes were divided into further commune.
For instance, the "commune of Pap. This long explanation of the geographical repartition is necessary to evaluate what need to be done. I agree with you, we should go back to the original repartition.
I mean we should go back to 3 states, 3 autonomous states with a central government.
This will help with the decentralisation, reduce government spending, more control of tax revenues.
let's merge the commune:the result, less "deputes" or senators, thus less government spending.
I would like to comment more on this topic, but like a lot of blogger out there I like short posts.

PS: while i am writing this post, I can not remember everything you wrote, and I may distort your position.
I believe this may be one of the multiple reasons why people don't get along here.
I think having the possibility to read the entire post, and the ability ti go back to what you are writing when replying to one would not be a bad idea.
I hope we keep talking in a respectful and productive way on how to make our country prosperous and beautiful
