You're absolutely right, but at the same time i believe that Jamaica and DR have their refinery already, but they manage anyway.

Are they more educated than us?

i douth it.
the reason why we seem unable to elect leaders who are intelligent, its because we as educated people, don't vote them. Instead, WE LET THE UNADUCATED people VOTE FOR US.
