Hi, after 15 years of war for Independence, Dessalines needed to put the country back to work asap. Haiti needed production and cash for whatever: pay the soldiers, build fortifications, purchase new ships and what not. There was not time for rest, my friend.

Read the lines carefully, the operative word is " If, if, if, if, if" a conditional statement.

If you do not have a skill, then you go work the land in the country side or the mountains.

Was it necessary to bound a former slave to the land by law?

I would agree with you, probably not. But the main idea cannot be denied, the people needed to put Haiti back on its feet right away by going back working the land and grow coffee and sugar.

Although, the embargo on newly liberated Haiti was in full force by 1805 ( see Gordon Brow: The American forefathers and the Haitian revolution), there were contraband: merchant ships still willing to buy Haiti's sugar and coffee.

Was Dessalines a bit treacherous and cinical at times.

Yes. Was he a great manager and diplomat?

No
But the stange thing is Henry Christophe, being just as treacherous as Dessalines, managed to make the North of Haiti prosper a lot and Haiti is still reaping the benefits today.

The difference is that Christophe was a visionary and forward thinker; he also understood economics.

Let us get deep into Haitian history, we will begin to agree and one day reach a consensus on Haiti.
