I had a similar idea to develop the island of la Gonave as a tourist resort independent of whatever might be going on in Haiti ( not as elaborate as yours of course) But you are missing one major point here: with so many mediocre thieves working in the government of Haiti the diaspora is not going to invest.
In fact a lot of the Diaspora were ran out of their country by brutes, psychopaths, rapists mauling their children and murderers poaching on their friends and extended family members.
The local Haitian Bourgeois and investors rather bank their money in Europe, Canada and the United States to prevent the government from borrowing from foreign countries against their assets in Haitian banks ( that happened before).
The government needs to change its practices or Haiti will continue to descend slowly in a state of anarchy and hell. Its not the Bourgeois fault its the government fault.
They are poachers.
People who are ignorant cannot produce.
