I never say there should be " inaction in the present".

I am saying all present actions or plans of actions must take into account the 200+ years of history.

Otherwise, the present actions are doomed to fail. History is the past, the present, and the future.

Since 1945, there were many actions or plans of actions put forward by both Haitians and foreigners; they all failed partly because they do not take into account Haiti's long history and what Haiti is: a former french colony slavery emancipated overwhelmly black independent nation whose majority's religion is animist and whose main mentality is: "government job is a gold mine" and that is ruled by a minority since day one, minority that not only never divorced with France but actually just replaced the former french colons.

Case in point, when the Americans in 1932 looked at Haiti's history and realized this is an mulatto oligarchy they tried to broaden the black middleclass by opening trade schools for the black majority but it was too little too late.
Let's dig deep into Haiti's history and you will think differently.
