Ok, qualification includes education; good education is the corner stone of prosperous society.
You cannot design the next highspeed fiber optic Internetwork without 4 years of applied physics in optical engineering.
However, education alone does amount to qualification; you need to take into account previous experience, personal achievements, invention or process improvements, managerial skills, awards and recognition, career path, years in government ...ect....Now even though an individual may be qualified does not guarantee he or she will produce.
Why?
Because he or she maybe a thief, a croock, a patrie-poche, a fund embelzeller.
He or she must also be a patriotic person who dreams of making a contribution to Haiti.
There are many qualified thieves who served in government in Haiti over the years, believe me.
When it comes to enumerating some facts about Salomon, I will just say: he was a trained and experienced economist who served under the Soulouque administration in Haiti for years; he went into exile with Soulouque and lived and worked and studied outside of Haiti for 20 years.
He was very successful while living abroad.
He learned different languages and studied progress in other nations.
When he finally became president he was fully qualified and a patriote too. He built railroads and stabilized the Haitian currency, built a new palace, linked major towns with a postal system, established telegraph and paid off the Independence debt.
What you need to do is start reading about Haiti's history before you write.
