There is a lack of leadership in dealing with the problems of Haitian citizen working in the dominican bateys.

We all know that past Presidents like Stenio Vincent, Elie Lescot, Jean Claude Duvalier failed to address the situation and have to be blamed by the generations to come.

What is worse today it is the weakness and the incapacity of a so called popular government headed by Preval and Alexis regarding the inhumane treatment of our brothers in Dominican Republic.

Temporary immigrant workers exist everywhere.

It is not a shame to have some of our citizen going to work in the eastern part of the island.

They used to go to Cuba, Venezuela etc..

The problem is the treatment and the working conditions.

Our govenmnent is turning its back while it was supposed to oversee the contracts between the temporary workers and the industrials who own the sugar companies.

Our governement was supposed to maintain a float of inspectors in the bateys to enforce the respect of the working conditions, document and denounce the violations.

Those inspectors would have the nesessary authority to unilaterally suspend a contract.

Our government should be in a position to control the border so that it is impossible for a temporary worker to cross the border on his own.

We need to know where every single Haitian is working and make sure he is working under a contract stipulating things like the number of hours to be in the field, the necessary tools or equipment, wages or salaries, overtime, holidays, breaks, health and life insurance, access to the dominican health system, housing, identity cards etc.

We need to make sure the Haitians are able to come back to their villages safely with their earnings at the end of the season.

We are not going to build schools and health centers in the dominican territory.

We do not have enough in Haiti.

But we can negotiate with the Dominican Government and maintain a presence in the bateys.

We are in a strong position to negotiate with the Dominicans.

The success of the sugar industry, the corner stone of the dominican economy, depends on the presence and the labor of the Haitian workers.

So where is the problem?

Why Preval and Alexis seem overwhelmed?

They pretend ignoring a problem that needs to be addressed immediately.

Preval had many occasions to questionl Leonel Fernandez on that matter.

He has been in Santo-Domingo more than three times.

Has he been to a batey?

Never.

Has he raised the question?

Never.

Has he instructed his ambassador, Fritz Cineas, to clarify the situation?

Never.

The Dominicans are not stupid.

If you give them the signal that those workers are not important, they will treat them like dogs.

Preval and Alexis are the ones responsible for the the suffering of our brothers in the bateys.

We as citizens can denounce or boyicott dominican products or beaches.

But the head of our state needs to be involved.

But the leaders of our state need to send a strong message NOW to the Dominican Industrials: STOP mistreating the Haitians or we will have all them back to Haiti.

It is not supposed to be a bluff.

The Haitian Government needs to start working with the International Monetary Fund (IMF), the World Bank, the European Union to implement those agricultural projects: reforestation, food production, soil protection, fishing industry capable of absorbing those thousands of workers.

Preval and Alexis need to act now.
