I agree with you that the army has made several mistakes including these series of military coups(We used to have a military coup in Haiti every Saturday night, whenever there is a blackout, remember).
However, I disagree with you when comparing the Haitian Army with the Chilean Army under Pinochet.
Pinochet was a brutal dictator who used the Chilean Army to kill his political opponents just like our generals did. But, what most people never mentioned is the positive side of Pinochet's regime.
Pinochet has killed and terrorised the Chilean people but, he also has turned the Chilean economy from nothing to become the number one of the region.
Under Pinochet, most generals had a PhD and they were university instructors and they did not receive a separate salary for teaching at the university.
they had only received their pay as generals, that's all.
In Haiti, our generals spent most of their times with their "Ti Bouboute" instead of contributing to the development of their country.How many schools did the Haitian army build?
none. however, the Haitian Army had a "Corp of Engineers" but these engineers stayed in office all day waiting for 2:00 PM to go home. Not even a bridge.
I also understand that our governments have not allocated enough money for the army to execute these projects.
But the members of the army could have done better than staying in their office all day talking on the phone with their "Ti Bouboute".
In addition, The Chilean Army was backed by a real bourgeoisie.
Not the one we have here in Haiti.
A bourgeoisie that makes money in Haiti and spend the money in Miami.
The Chilean Bourgeoisie made their money under Pinochet in Chile and spent the money in Chile.
In conclusion, the differences are clear.
No possible comparison with Chile.
