Thank you for taking the time and research this. That adds validity to what I wrote.

The problem with the proposal we all know "there is nothing for nothing".

In one way, it is a sincere offer because he feels a little obligated to repay a debt of generous help from president Petion to Simon Bolivar when the latter was trying to gain independence for South America.

Secondly, Chavez would like to build a pipeline coming from Venezuela to Haiti and Cuba. He is thinking about having refineries in both countries so Venezualean petroleum can reach the other Carrabean countries easier and much faster.This is a small price to pay and besides that will create some form of technical opportunity for the country.

Both of these projects can be viewed as progress.
