That does not seem right.

It would mean that ANY country has the right to fight American foreign policies.

I will have to consult with my husband, an expert on American foreign policy, PHd, from Cornell U. - majored in Political Science, Ithaca, NY, - currently teaching American Foreign Policy in Latvia for another three (3) months.
