MEMO to President Obama Vis a Vis:
HAITI and his 2011 State of the Union address.

2011-01-27

Auckland, New Zealand.

Dear Mr. President on behalf of all Haitians thank you for such an easeful 2011 State of the Union address.

Your call for Party Unity promotion is exactly the kind of reassuring message both Americans and non-Americans alike in the U.S and abroad have all been longing for

Governing will be a shared responsibility between parties” you wisely, rightfully and so eloquently said as you used this State of the Union address to call upon all Parties in the divided U.S Congress to work together.

Your remarkable insight is particularly reassuring to me Maya, nee, Emmanuel Dorcil, an Haitian artist and proud Father living in New Zealand who I must admit had been very concerned lately about the Status quo in Haiti from:

How to efficiently utilize all financial resources, generously contributed to us after the 2010, January 12th earthquake, getting the rebuilding of our Nation on the way, the right way…right away with not much longer delay…to how to best utilize our human resources starting with our elders and Leaders past and present.

Your call for Party Unity reinforces my already strong belief that Haiti, right at this 2011 historical juncture needs its Governing too to be a shared responsibility.

Right now and for the foreseeable future, I feel Haiti will be best served by a Coalition Government, a Presidential Corps comprising: Rene Preval, Jean Claude Duvalier, Jean Bertrand Aristide, Michel ``Sweet Micky'' Martelly, ruling party candidate Jude Celestin and ex-first lady Mirlande Manigat.

To this group for good measure I would suggest the inclusion of one or two more competent females.

Because there is so much work to be done in Haiti Mr Obama you must help us proceed with the mise en place of Our Governing body right away without delay.

It is crucial for us to reconcile Haiti’s past with its present in order to ensure a promising future for all generations to come. Therefore we shall and will deal with all issues past including and not limited to: human right abuses, corruption, embezzlement and others perpetuated by past leaders including Jean Claude, Jean Bertrand and others.

Victims need acknowledgment, counseling and more so they/us /the Nation can find some form of closure while we start tackling the numerous and challenging tasks at hand.
While such healing process of/for accountability needs to and will get on the way this current calendar year….of extreme urgency I feel are the following:
- SECURING funds ($4.6 million at least) from Duvalier’s bank account in Switzerland before February 01st Swiss law takes effect

ORGANISING Jean Bertrand’s exciting yet low-key return to Haiti.

- All MEMBERS OF PROPOSED RULING CORPS to ‘sit together Tonight”.

Coalition Government to get to spend quality time together so as to know each other better as work colleagues and fellow Haitian citizens first and foremost, celebrating each other’s strengths, learning to respect each other, acknowledging while yet casting aside personal differences and uniting in order to come up with a sound plan of action sans delay to be presented to all Haitians and the World regarding how specifically they’re to begin without much delay their duty to/in Haiti this year (2011

TRANSPARENCY to be now and forever a sine qua non in our government.

Accordingly a detailed report of all funds (received and pledged) from earthquake world donations to be made public immediately.

Pledged contributions to be released and made available.

COMPLETE STATEMENT OF MEANS for Haiti to be made public information.

â€"Haiti’s bank account balance” info to become public domain now and forever so no one can be tempted to help themselves with the Nation’s resources.

Signatures of ALL members of ruling Party AND INTERNATIONAL BODY (Presidents BUSH and CLINTON) to be required TO ACCESS ANY/ALL FUNDS.

- Always worth remembering that HAITI (all Haitian people) is the client and as such must always be consulted and informed regarding any/all matters, financial and others.

Our freedom-fighting Forefathers, Heroes of Haiti’s Independence from Napoleon Bonaparte’s’ France knew like you Mr President that â€"to divide and rule could only tear us apart

L’union fait la force” (Stronger United) says our Motto dating back to 1804.
Today (2011) it is absolutely indispensable that all parties share Haiti’s Governance.

Indeed President Obama, a Coalition Government is what ‘s needed for the First free Black Republic of the Western Hemisphere.

Our two nations have long share a history of cooperation from the battle fields of Savannah, Georgia when and where we joined you in your fight for Freedom to this day in 2011 with your ongoing effort in helping us find the stability needed in order to play a leading and active role in the developpement and progress of our bruised, battered, down yet certainly not out Haiti.

Please support us in our endeavour to set in motion a Haitian Coalition Government dedicated to the emancipation of our whole Nation.

Sincerely Yours

Emmanuel Dorcil.
