I've got a better solution.

All criminals returned to Haiti are to be shot in the head or knifed in the heart upon delivery.

Your reimported Haitian criminal is now no longer a problem and negative drain on the economy.

As a fair balance then the USA should reserve the right to kill all Haitians entering the USA. No reason to import a failed batch of failed humans into a decent nation.
