I will briefly explain the restructuration plan to you:

We want the new Haitian private sector with government subsidies to create 97 percent of the Haitian jobs (the rest of the 3% will be under the government budget).

We will not discourage individual responsibilities in Haiti.

Here how it is going to work, the private sector will include general contractors and subcontractors and the government will award them contracts through a bidding system.

For instance, the government will say that it wants a new highway to be built in Haiti relaying North and South parts and national roads.

The government will submit a bid construction project for that highway.

A general contractor will come on board and promiises the government to find a good subcontractor to honor its bid. The subcontractors will submit their bids' proposals to the general contractor and the best bid will be awarded that highway construction at the end. For job creation, it will be the tasks of the private sector and not the government.

However, the government will be there to promote job growth and not job creation per se. The government can promote job growth through new construction plans and it will be sure that those constructions will be done in a timely manner and not doing business as usual.

We want Haitians to understand the will of the globalized market that we have found ourselves in. The new government will play the role of a supervisor in every aspect of the Haitian economy.

Good supervision and the promotion of job growth will further the Haitian causes.

We will operate under a new responsible private sector that we will build and strengthen to make our Haitian masses to become productive again.

Our individualism will have a face which is a social responsibility toward the citizens of Haiti.

If you understand the tasks of a supervisor or regulator you can understand the role of our new government into the Haiti's economic and political system.

Furthermore, the state of Haiti will cease to be the biggest employers ever, but the responsible private sector will be the largest employer for job creation in Haiti.

We will supervise and regulate and we will take over of some enterprises such as banks, schools and housing projects if they cannot work efficiently.

We will restructure them once seized and we will return them back under a new management after their restructuration completed...

Presidential decrees will be issued in the first six months for the following subjects:
a) By a presidential decree we will submit to the Haitian parliament a political parties' reform plan to create three political parties and we will call for the election of new political appointees to become board elections' members for 10 years.

Once the parliament approves the political reform plan, we will dissolve all political parties and we start registering people for the other three new political parties to end the pluralism mess that we have found ourselves in.

b) We will submit our educational reform plan in for parliament's approval and once it approves many schools that do not fit the standards of the new national curriculum will be closed down and we will hire some of their employees into the ones that fit the curriculum standards and in the new created schools as well. Schools will be financed by a tax paying system and resources will be equally allocated to teach all Haitian students.

We will not have only one good school for the Haitian elites, but we will have many good schools for all.

c) Religious reform plan will be submitted and a presidential decree will sanction all old practices once approves by the parliament.

d) A presidential decree will reorganize the Haitian parliamentary's debates and new leaders will be appointed

e) A presidential decree will be issued to officially transmit the job creation power to the new responsible private sector of Haiti and the state of Haiti will have the task to be job stimulator and growth for the Haitian economy

f) A new presidential decree will be issued to approve the nex taxation plan and Haiti's national identification system as well. Once approves, all Haitians will be identified and their addresses will be collected as well. A new postal system will be put on place and we will be all identified as well.

g) A new decree will be issued for the return of a private public force for the security of Haiti.

It will be financially funded by the lending institutions of Haiti and it will not be under the government budget.

The new public force will be privately operated and the government will provide some assistance aid to strength.

To be part of that public force, one has to go to school and take loans to become a public force agent expert in providing security to businesses and the Haitian people as well. It will not be an oppressive force, but it will be a technical force free of charge for the government.

I just need to stop here, but I believe that all those earmarks or benchmarks will be effective to make our new government work efficiently...

Haiti's new government will not run business as usual and this time the elites and the government will be on the side of the Haitian people.

We will stop accusing each other and that is why we are fighting against each other continually which create a reproductive system of causes and effect theory through an oppressive mode of management and imposec corruption as normal facts of life. The new Haiti's state will not be an oppressive one filled with lazy and corrupted people, but one that will for and with the people through accountability and transparency as well. I hope that you understand our new role into the Haitian economy and if that cannot work as planned for I will not be part of it. My team has discussed everything that I argued earlier and if they do not intend to apply it, I will withdraw myself and I will make myself known to the public after the inauguration of the new government.

Financial loans in and out of Haiti are available to help Haiti rebuild and our new economic plan will be accredited by all. We will not be called Capitalists, Socialists, Marxists but we will be called Humanists and that is why we call it Capitalism with a Human Face.
