PAUL G. MAGLOIRE IS ASKING FOR FREE AND FAIR ELECTIONS IN HAITI WITH AN INDEPENDENT AND CREDIBLE ELECTORAL COUNCIL

On July 25, 2010, in the last document that I published on the issue of election in Haiti, I made MORN's position very clear.

I did not believe that President Préval could be counted upon to hold fair, honest and credible elections, because frankly every election that has ever been held under his leadership have all been contested for one reason or another.

As such if Mr. Préval is known for anything, it is for organizing fraudulent and anti-democratic elections.

As a matter of fact, in his own words he stated that "he may not know how to hold elections, but he certainly knows how to win elections".

It's the word of someone who does not believe in elections and in any democratic institution.

Mr. Préval calls himself an anarchist in his own right and we have a whole country paying for that.

In fact, in the election of 2006, I had, first hand, the opportunity to taste the way Mr. Préval works around the democratic process.

Only my resolve and the support of the other stake holders in that election prevented M. Préval to cause a full bloodshed in the destruction of what the country has at that time left as institutions.

Today, when one takes a close look at the events surrounding the upcoming elections up to this point, it has become clear why my position of not registering as a Presidential candidate, on very strong ethical and principle grounds, was the honorable position to take. It would have been stupid; on the one hand, to be part of an election we know in advance was rigged to benefit Mr. Préval and his lackeys.

On the other hand, while I had been asking for the dismantling of the CEP (Provisional Electoral Council), I could not very well, at the same time, shore up these fraudulent elections by honoring them with my registration.

MORN DID NOT REGISTER A PRESIDENTIAL CANDIDATE TO PARTICIPATE IN THESE FRAUDULENT ELECTIONS BECAUSE WE KNEW THEY WERE BEING RIGGED BY PRÉVAL.

From the time Mr. Préval influenced the selection process of the CEP members, it had become clear that he was preparing the stage to organize fraudulent elections, out of which he would be SELECTING the next President of Haiti, even under the watchful eyes of the International Community.

The Haitian Constitution requires that each of the different sectors of the society of Haiti submits a name to become its representative as a member of the CEP. Mr. Préval violated the Constitution and convinced the different sectors to submit two names each, and to give him the right to choose one of these two people.

Thus, it was easy for M. Préval to select, as members of the CEP, the people that could more likely be subject to his whim.

Now that the CEP has published the list of the 19 acceptable candidates out of the 34 registered to run, it makes clear that the choices were made on political ground.

First, no official reasons have been publicly offered as explanations for the 19 that have been selected out of the 34 potential candidates registered, nor have any explanations been given for the 15 that have been rejected.

Therefore most people believe that M. Préval has personally made the last call, in regard to his own interest and his own agenda.

Consequently, two of the candidates are now taking legal actions against the CEP. One has been rejected, and one has been accepted.

Strangely enough both of them are contesting the decision of the CEP on constitutional grounds:
a. Mr. Wyclef Jean, who has been rejected, is contesting the decision of the CEP because he says that he has met all of the requirements to run and that the decision to eliminate him was more political than anything else.
b. Mr. Jean-Henry Céant, who has been accepted to run, is contesting the decision of the CEP also for approving some other candidates that are not fulfilling the requirement of the Haitian Constitution to run. For instance, they have not received a certificate of accountability and good governance by the Parliament for the money they have been managing while they were in office at one time or another.

The bottom line is that everyone knows that the elections are staged and they are going to be fraudulent.

Everyone in Haiti and in the International Community knows it too, but they are ready to accept it on the pretext that Haiti is not a fully working democracy yet. Rumor even has it that Mr. Préval is setting the stage to have one more term in power, using Putin in Russia as the model.

He knows that according to the constitution he can no longer participate in presidential elections, but he sees the opportunity of becoming the Prime Minister of the next government by selecting one of his cronies as President.

And, the international community is ready to accept it in the name of stability while they know M. Préval runs a government that has been inefficient, corrupt and antidemocratic.

Something is wrong there.

Allowing M. Préval to go through with the elections under the management of the current CEP can only be fraudulent.

They will not be credible, honest and democratic.

They will not legitimize the next government and will create an environment of instability rather than an environment of stability.

The opposition is getting ready to protest the results and my country will go deeper in the mess we are already in. We all know also that progress and economic development in Haiti require a true democratic process.

The current CEP has got to go in order to give any legitimacy to the next government and help the reconstruction of Haiti succeed.

As President of MORN, this is our quest and our request.

I fully intend to participate in the election process and fully intend to register as a Presidential candidate in the elections that will be announced, but, after the reorganization of the current CEP.
