A Diaspora Plan for Haiti

Hi to all fellow Haitians and lovers of Haiti

As we dream of and begin to openly debate a Diaspora Plan for Haiti, let us keep all of our fellow compatriots suffering and facing every day the drama of survival at home in Haiti in our thoughts and prayers.

As we continuously inform ourselves of the current debate in the International Community to reach a consensus on Haiti's reconstruction, let us remind ourselves that the International Community aka foreign nations did put forward and implement a series of plans that were not only exclusive of inputs from concerned Haitians but also detrimental to Haiti's future and her population for the past two hundred years or so.
The following list is by no means exhaustive:

1. The importation of slave labor from the cost of Africa.

2. The Code Noir of 1685 - keep the slaves in profound ignorance with zero literary education.

3. The 1802 Napoleon Bonaparte Plan to reinstate slavery by all means necessary.

4. The diplomatic isolation plan sponsored by France and the USA to contain the 1804 Haitian Revolution, consequently a suffocating economic embargo.

5. The 1825 Panama Conference Plan to deny Haiti a seat at the conference, consequently effectively barring Haiti from lucrative commercial trade agreements with Latin American Nations.

6. The 1814 Plan by King Louis XVIII of France to restore Haiti back to France: the white French to get their lands back, the mulattos to receive minor political rights, and the blacks to free laborers with no other rights.

7. The Monroe Doctrine Plan 1823.
8. The April 17th 1825 Plan from the Paris to impose the royal decree of the same date on Haiti by the military presence of fifteen French war ships in the La Gonave harbor; this plan is commonly called the Independence debt; Article 1 alone costs the Haitian treasury over 150 millions over a century; only article 2 imposed an indemnity of 150 millions francs for French planters long passed away.
9. The 1904 Theodore Roosevelt corollary / 1915 US occupation Plan to assure Haiti fulfill her debt obligations toward American companies and to ensure Haiti fall under US economic preponderance.

10. The 1915 - 1922 US loan plan to pay off France and settle other Haiti's debts or arrears.

11. The Braceros Plan by American financial advisers during the 1915 occupation to send Haitian labor to the Dominican Republic and Cuba to cut sugarcane and collect travel taxes from returning Haitian laborers to amortize the 1922 loan
12. The 1949 UN Plan
13. The World Bank / IMF Plan of un-repayable loans to oligarchic governments.

14. The 1994 Structural Adjustment Plan to pave the way for the de-Jure in exile government.

15. The UN Peace Keeping Plan

It is time for the Haitian people to embrace the Haitian negritude and devise our own plan.
A Diaspora plan that will be broad and general; one that will begin to slowly but surely move the Haitian Diaspora away from the baby-sitting job it has performed so religiously for the past several decades into a more proactive role.
All plan needs a source of financing.

The source of financing for the Diaspora Plan for Haiti already exists and it is the yearly Diaspora remittances.
