Antonioj,
To tell you the truth, I am glad that the government is taking its time with this LaGonave project.
I am not going to discuss the advantages and disadvantages of this proposition, but I want you and everyone else to take a good look at this firms' website.
A few things to pay attention to. 1) they have billions to invest in Haiti, yet their website looks like something from 20 years ago. 2) click on the "Contact us" link, they just have an email address and a phone number.
3) do a search for "Global Renewable Energy", there is nothing much for it besides this "LaGonave Project".
4) Google the name of the CEO, Fred E. Rice. Again, this guy is an unknown.
There about a dozen of other red flags that I could point you to, but you get my point.
They say that Haiti will be a partner.
A partner in name only, that is. This company just wants a piece of land for free. Take a look at the FAQ, here is their response to what's in it for Haiti: "The Republic of Haiti will receive 30% of the profits generated by LGDA".
When you plan to invest 50 billion dollars, it will be a while before you generate any profits.
I am even going to mention how you can play with the numbers to deflate (inflate) your profits (losses) in this case. Usually, it's the opposite that firms do.
There is no such thing as a perfect plan. This is one that I think the Haitian leaders will have the foresight to outright reject or to send back to its authors for major modifications.
