A Gift or donation is available money to use for good causes.

Acquired money does not have to be taxed money per se. Available money whether taxed or not is irrelevant.

Foreign Aid money should be used for intended purposes in Haiti or throughout the world.

Mr. Preval should use the foreign Aid money to help the disenfranchised Haitians and not for his personal use.
