Hi I will tell you: Haiti's Central Bank already has owned Teleco for decades although under successive, oligarchic and corrupted governments.

The Central Bank cannot be a regulatory body for Teleco since Conatel has already been the regulator supposedly for some time now but unfortunately in a corrupted system there are convoluted structural and political arrangements that baffle the most optimist Haitians.

Conatel is under the authority of the Ministry of public works whereas Conatel should have been given total autonomy with broad power to regulate the telecommunications and telephony industry in Haiti since its inception.

However, the public works department's boss sits on the board of directors of Teleco (dont know why?); an weird arrangement that makes the Conatel's director uncapable to regulate Teleco like he should.

(You can't regulate your own boss or can you?)
Haiti is and has always been an oligarchic aristocratic society.

You cannot expect good plannings to happen.

Corruption is the norm.
Let us hope and pray and work together for a progressive government with a clear vision one day like today then we can have a transparent and autonomous regualatory agency.

The central bank was just trying to remain the majority owner of Teleco.

Teleco ought to be privatized but there is privatization and privatization.
