From what I understood in historical evolutionary teaching methods.

Haiti has gone through quite a few methods.

None so far worked perfectly.

The bilingual method-use are similar to the one used in the States with children whose English is not their primary language.

In America, there are some pros and cons of this method.

I am not aware of the specifics as to why this method is an issue in Haiti.

I feel sorry for the next president of Haiti (male or female) as to the colossal responsibility and frustration that this person will under go. This presidency will be like no others.

If Haiti is to survived, it will require someone with a character more like Barrack Obama's. He takes no shit. He has a highly developed bargaining skills.

He does not back down in front of any obstacles.

He has a great sense of fairness and dignity; along with pertinent educational training and experience.

Don't elected officials, e.g. the Presidential candidate is elected by the people?

Is not it Haiti a democracy, in principle at least,?

meaning the MAJORITY votes win. Then, the GOVERNMENT should be held responsible for Haiti's management.

The government backed by the people - The Elite class has much less power than you think.

(in principle).

Education is jealously held and distributed in most countries if not all.
including USA. The politics of education is a big one. (Public schools are failures in America)
The Haitian Upper Class had smooth selling up to early 1960's.Most things were very straight forward and under control -- not necessarily a BAD control.

Something unforseen happened:the exodus of Haitians of ALL classes leaving Haiti.

Young Haitian children are being educated overseas, beyond the grasp of Haiti's control.- The birth of the Haitian diaspora.

- sort of tilting the balance a bit....

To true evils to me are the business MONOPOLIES...

When there is no competition, the result is an unfair market...

That is what I meant by necessary evil- Nobody else is there - When there is monopoly, there can't be free market in the real sense of the word...

Free market means there is no control over business, it is a sort of a laissez-faire attitude - let it go where ever it is going...have however many businesses one wants...it will regulates itself...The implication is that by law of natural selection - the strongest will survive and the economy will be better for it.
The best economic remedy for Haiti is to open up businesses - not necessarily the mom and pop kind; but cooperation or corporate style.

With what money?

World Bank and other international communities interested in third world economic development - The diaspora - private foreign countries interested in investing in third world markets.

A combination of all of them is also possible - One hint: Housing Development is one of them....

Do I hold the upper class responsible for Haiti's economic situation?

No.
Do I think they could have done better in helping Haiti?

Yes.
I don't blame them ECONOMICALLY because again there are so many factors in business that are not within their scope
We are leaving in a GLOBAL market.

Haiti is just a tiny portion of that market.

If the international communities along with the Haitian government don't hurry to help the people get their basic needs met, there will be uprisings and bloodshed.

(chien grangou morde).

I am surprised it has not....

If that happened, the foreign investors will shy away from Haiti.

A vicious circle, it seems...
