Workshop and Memorandum of Agreement

"A fund of 400 million water bottles are available to meet emergency programs," said Minister of Interior and Local Authorities to mayors attending the workshop organized by the MICT in Jacmel.

Haiti: A Memorandum of Understanding called "Program of the devolution of Port-au-Prince" was signed Sunday, August 28 at the Hotel Cap Lamandou, Jacmel, between the Ministry of Interior and Local Authorities (MICT) and the administrative councils of the South Pole.

A workshop for two days with representatives of eleven municipalities has enabled them to identify urgent projects that can be made within 6 months.

At the time of signing the protocol, only representatives of the municipalities of St-Jean, South Gressier and Grand Goave have signed.

A set of criteria for the feasibility project was selected by Mrs. Sabine Malebranche, a technician at the MICT. She said: "the project, project identification, reducing poverty, creating jobs faster, projects with social and economic impact on the community access to basic services, environmental effectiveness, sustainability, role of women ".

"The 1987 Constitution stipulates that the development of Haiti would involve.

She said (the Constitution) that the institutional pillars are local authorities which are at three levels: the department, the municipality and the community section, "said Minister of Home Affairs, Mr Paul Gustave Magloire.

Along the way, the Minister urged the local authorities who represent the government in their respective municipalities not to participate in future elections.

"We will take all steps to prevent that."

The key issue in the workshop

Returning to the key question of the workshop, the Minister has informed, participants worried about the willingness of central government to achieve in a period of six months, a range of emergency programs, "it is a fund of 400 million gourds available to meet emergency programs.

He also said that the MICT will provide municipalities with tools that can improve the management capacity of municipalities.

The Minister also indicated he will sign an MoU with the Ministry of Education to intervene in the rehabilitation of some schools.

"We will not wait for the elections to rehabilitate a school, a road adoquines," he said while underlining that what has become scarce time for the authorities administrative provisions.

The short time that remains to be harnessed to strengthen the institutional structures, "he recommended.

He also assured the latter that will provide them with technical means, and "support to make the project possible."

"We can find grants, international finance, the minister acknowledged.

He cited the proposed Cape / Dajabon which has dragged on for ages. He also explained that a project loan of 60 million will be financed by the European Union.

But why this project is blocked?

he wondered.

"Because the state has not paid the 13 million gourds to compensate local residents." Wanting to put participants at ease, he said: "We can do it. Entery its ministries di twòp! Sa nou ka fè l! We will act on this project.

"

A difficult choice

The project identification part of a comprehensive approach initiated by the Ministry of Interior, said Ms. Sabine Malebranche.

The support unit of MICT is currently conducting fieldwork in the North and Center, "she informed.

Under the devolution project, teams of technicians from the department are currently in Cape Town, in St. Michel de l'Attalaye to Pignon to Ganthier and Mirebalais, "she added.

It is a challenge, a difficult choice because it neglects Port-au-Prince to put the whole package on three poles of the territorial base of Haiti.

Ms. Malebranche advised the mayors to "capitalize on that choice."

However, she emphasized the meaning of the responsabilté that mayors must grow, for in the context of decentralization, the central government delegates powers to local authorities.

The Mayor of Jacmel has made it clear to his peers that "it is imperative to respect the MoU. He believes the time they have left to go to the top of their respective municipalities" to serve as a compass next elected.

"The deputy mayor of Les Cayes, Sylvie Rameau, described the MOU as an instrument designed to help them improve their working relationships.

The greatest weakness

In the grant program was established to create projects, the greatest weakness of the municipal committee is the discrepancy, said the Minister.

He continued: "The project is sometimes presented, the subsidy found.

When administrative authorities back home, they disagree.

It seems they do not care about their community.

"Youn ap goumen ak lot '.

That's where their weakness is.

Minister Magloire took advantage of the workshop to ask mayors and their deputies to put an end to internal divisions that undermine the councils, he was invited to stand together in order not to dissipate their strength.

These divisions may delay the implementation of some emergency programs.

For a breakdown of the card program devolution, the MICT has set up three development centers: the South poles, North and Center.

In the configuration of the south pole are found the following towns: Jacmel, Les Cayes, Port-Hi, Aquin, St-Jean du Sud, The British Grand Goave, Petit-Goâve Bainet, Leogane, Gressier.

List of emergency

The mayor of Grand Goave, Mr Paul Evans, the list of emergencies including: "Bridge of Grand Goave, the National School Girls Grand Goave.

Little Brother of Gressier Wilgen said that "Gressier nothing and that everything is a priority."

Lionel John White, mayor of the English owner, has listed "containment of the English River, construction of a complex administrative closing the cemetery of the English."

The mayor of Port-Hi Emile Duperval, prioritizes "the structure for range Hi-Port, paving the stretch of road linking downtown to the beach of Port-Hi, then the rehabilitation high school.

The deputy mayor of Les Cayes, Sylvie Rameau argues its list of emergency: "We would like the Interior Ministry to help us build a bridge.

It will cost less than one million of gourds.

We must expand the market, it will create jobs. "She cites pell-mell the priorities of his town:" Making functional department of the slaughterhouse in the south.

It lacks a little hygiene.

There was no bus. We need to restore some sites, the conference room of City Hall. The main hospital of the Southern Department, Immaculate Conception, a problem of water tanks are not sufficient.

At the municipal level in the deep south, the stations Teleco broke down. If it is in Les Cayes, one can not call Cavaillon, Port-a-Piment and English.

At Savannah, we have a housing project.

The library must secure it. The robbers fall like a mill. Recently, they took books and computers.

The banks of the Ravine of the South must be reforested.

The river has eroded the road.

The prison should be rehabilitated, asylum communal Place Simon Bolivar also. We only have one truck for collecting garbage for the city of Les Cayes.

It would take a minimum of four given the volume of waste produced by the city. We need ...

.

Madame Rameau emergencies still recites his commune.

"On January 31, 2006, requires that certain projects landing," said Ms. Malebranche.

It is learned.
