I have watched hours of news about the tragedy in Haiti and have sent donations to help but I am struck by the broadcast of bags of grain or flour?

being sold on the street by blackmarket people.

Why is this allowed?

Why are they not arrested?

Where is the presents of police to stop this?

Are we just seeing the same old things being allowed to go on?
