Hi I would welcome this plan except a national railroad system and seaports upgrade would be better choices than 10 national airports.

Haiti will get some decent economic support from the US in the coming years but I doubt it will be to the extent you mentioned.

The Haitian people particularly the Diaspora can do much to put Haiti on a path to modernisation.
