Rubens:

Thanks for your email, but I respectfully disagree with a few of your points.

The Nine Principles are anything but neo-colonialist.

One of the backbones of the agreements is that the "client" must be in control.

Objectively, that's a far cry from colonialism.

I agree with you that government isn't the answer, particularly when talking about development issues.

But, I have been following the actions of the Haitian government extremely closely in the aftermath of the earthquake.

They had absolutely no plan to address this situation.

Our country has a critical lack of management and governance.

There needs to be a functioning government that can provide emergency services, a police force, roads, energy, and other basic necessities -- Haiti barely has any of these things! And we need a private sector to bring the entrepreneurial ingenuity to rebuilding and development.

But Haiti lacks even a strong private sector.

A small group of corrupt businessmen and foreign profiteers controlled 80% of the economy pre-earthquake.

That was all government built and supported.

We need a plan that puts the government in the proper role in Haiti.

Not controlling our private sector as before but putting in place the necessary tools for businesses and our people to thrive and providing basic necessities.

I agree with you that on immediate and critical need is getting remittances flowing.

They must get flowing into the country.

The already weak banking system is all but gone and no one can get money.

Clearly this needs to be a key part of the rebuilding plan.

Best,

Stanley Lucas
