I hear you loud and clear, and I agree with almost everything you said. However, you are trying to fight a war without knowing who the real enemy is. You cannot fight an enemy without knowing/knowledgeable about the enemy's characteristics, movement patterns, real location, and using the proper psychological thinking and strategy.

Haiti is failing so far to get control of the crime/violence because the strategy being used, the psychological thinking that is being used don't fit gangs.

In term of location, you've been concentrating all of your afford in Cite Soleil because the thinking/believe is that is where the gangs are while crime/violence is being committed in other parts of Port-au-Prince, and why?

Simple, because mercenaries do not live in concentration like gangs do. Mercenaries are everywhere and they do not meet any gangs characteristics.

A mercenary can sit right next to you and don't know it while it could be very easy to tell about a gang.

Let say, mercenaries are like CIA agents.

They are amongst us but we cannot see them. Mercenaries act in a more sophisticated manner than hangs.

Mr. Clerie, Haiti does NOT have gangs.

The high crime Haiti is experiencing is far from gang related.

Haiti is confronting today with a phenomenon "mercenaries" high crim/violence, and isa BIG different by vertu of definiton between the two.

Gang is defined as "a group of people associated or working together for some criminal or other antisocial purpose." Gangs commit crime/violence against other gangs fighting for "turf/territory." These gang members are angry against the society for one reason or the other.

People join gangs as a way to feel belong, they consider gang as "family, brother"s keepers."

The violence/crime being committed in Haiti does NOT meet that profile whatsoever.

Mercenary is defined as individual/individuals working or acting merely for money or material reward using violence or any mean necessary.

Many of these people are hired by some from the Haitian police force and other individuals to commite these crime for profits.

This is the crime/violence that meets the profile of the insecurity that Haiti is faced with.

Until you change the strategy to fight mercenary in Haiti there will never be security because no country can get rid of gangs violence, but they can eliminate mercenary activities.

All of your suggestions come a little short.

The Haitian government should provide rehabilitation to all criminals being sent back to Haiti and keep a tab on them. The Haitian government must provide school education to them and to the entire population, and last but not least, the government must creat jobs, jobs, jobs, jobs, jobs and more jobs. The government must provide opportunities to all so everybody can have hope of a better life and better future so they will not end up eithei in gangs or mercenary.
