A government gets to do what it fdoes because too often there is no mass consensus against its policies or there is a greater divide where a government ca use as leeway to persist or continue on with their policies and agendas...

Yes indeed there are infrastructure such government must implement both in terms of foundation and governing laws, but the people would have to be concise in desiring in demanding from such a government.
