Delivering in Haiti is relatively a matter of having to actually be on the job. No one can claim from a distance prior to being on the job to know for certain what they can truly do for Haiti.

Much is to be assess on the job whereas could have been differently viewed prior to being on the job. Essentially all one really has before being on the job itself, regardless of experience or semantic of delivery, are tentative ideals, possible premises and potential plans.

As a matter of fact, because he has held so many governmental position before or in public office should indicate that he might have great potentials to deliver unless if there are news of him having been a failure at them. So again what you know of or about his line of work, his scholar field and experiences are great indication one can determine if he could deliver or not.
