Haiti make the corruption list again as number 10

How would you stop corruption in Haiti.

If preval really wants to fight corruption to a certain degree in Haiti, he must create 3 Agencies.

1 an anti-corruption agency (ANAC) Agence Nationale Anti-Corruption
2 A Secret Agency that would have to work with the Justice Dept. at the same time that would report to the Executif and the Legislatif Branch when necessary, not like before, arresting people left to right just to satisfy the regime in place.

3 an oversight agency that will watch over all of them and there must be rules of law in place for each one of them.
it's not about great speeches, it is time to "tousse pantalon w' epi" act like the commander in chief.
