First of all, I did not state that the thugs in Cite Soleil are the only ones running those operations.

I am also well aware of the complexity of this situation.

Any organized crime operation can be infiltrated pretty much the same way the US government infiltrated the Italian Mafia in the US. It is the primary responsibility of the Haitian government to conduct such investigations, even if it means arresting it own members.

Whether of not the Haitian government has the resources to fight the kidnappers or the willingness to do so is a separate issue.

There is no evidence that the US government is involved in the kidnapping business in Haiti.
