I'm from Haiti and i was there for Preval's first term. He drives his car not because Haiti can't afford a private chauffeur or anything like that, he does it because he enjoys it and to prove that the country is actually secure.

Preval has a chauffeur who drive him when he's going to official ceremonies.

And also proves that Haitians don't kill their Presidents.
