President Obama is the chief executive of the Federal Branch.

He can't pass any orders directly to any agency of any local, or of a state government, because of the check and balance that prevents infringement.

Because racial bias is a federal offense, it is the Attorney General's discrepancy to probe the allegation.

Otherwise, the victim may bring civil suit against his/her offender, either in a state court or a federal court.

President Obama fairly denounced an illogical act.
