The argument was not about who is Latino, but who lives in Latin America.
Two totally different points.
"Latino" is an American word that designates all those who speak Spanish but are not from Spain.
It was originally a very pejorative word. It is a word that in the 1970 and 1980 many groups from Spanish speaking countries rejected.
It is one of the reasons why the LA RAZA movement was started and Mexicans started referring to themselves as XChicanos and Puerto Ricans started calling themselves Boriquenos.
The word "Latino" had nothing to do with where they were from, and that is what was angering them.
On the other hand, the "Latin America" designation originally had nothing to do with the US. It is a designation like so many others that were given by Europeans to the countries they conquered.
In this case it just meant a country that had originally been conquered by the Spaniards--as Haiti was. So Haiti was always considered a part of Latin America.
