If Guy Theodore was a Colonel in the US military, he cannot run for the presidency in Haiti, unless the Haitian constitution gets amended.

Actually on this one Gera is right.

To be even an officer in the US military you have to be a citizen.

Furthermore, the rules are that you can't even have double citizenship when you are in officer or anything else that's higher than that in the US military.
