Haiti: EDH Pays SOGENER for what?

I just learn on a program on Radio Caraibes about this company called SOGENER in Haiti.

EDH (Electicite D'Haiti) is paying SOGENER for something.

I would love to know for what because there is no electrity in Haiti and sogerner's website says:

"Under a Power Purchase Agreement (PPA) with Electricité d'Haïti (EDH), the government-owned electric utility, SOGENER since June 2002 owns and operates generating sets at four different locations, providing electricity around the clock.

Using the latest technology - 1.5MW and 2.0MW Cummins Mobile Power Modules - electricity is produced and delivered to EDH who transports and distributes to over 3 million clients located in 27 different communes throughout the country."

Question: What part of Haiti has electricity 24/7, around the clock as posted on sogener.com/about/message.htm
