Hi, well it is also possible that some Haitians prove their ingenuity and intellectualism by rejecting the canadian model and adopting instead:

Dichotomy and Sectorial Privatization for EDH Plan.

A thourough plan that makes EDH profitable again by splitting in half while allowing the State of Haiti a certain and steady stream of badly needed revenues and also allowing the average Haitian investor a stake in EDH if he or she can come up with some moderate funds.

Why does it always have to be a foreign sponsored plan?
