Electricity In Haiti

If acceptable terms could be agreed upon between the government of Haiti and a "for profit" Canadian development/venture capital company, is it possible that the state owned electric utility would be available for purchase and modernization?

Alternately, is it possible for the same company to begin operations within Haiti in direct competition with the state owned electric utility?
