You are fundamentally right.

But the plan is to to an alternative transportation system for regular passengers, our commercial needs and eventual tourists.

You have to admit that there are plenty of foreigners in the country taking care of all kind of businesses; You and I we go to Haiti even when we know that there is no good Hospitals nor major Hotels etc...

in the country.

How does that prevent us from trying to establish an affordable, safe mean of transportation?
