I don't think it should, would, or could take 11 years if Preval really wants double citizenship for the Haitian diaspora.

I understand that Preval has been very critical of the constitution, which represents the biggest barrier for the advancement of Haiti.

If that is the case, all he has to do is to ban the constitution and govern by decrees.

He can then grant dual citizenship to all Haitian in the diaspora who wish to have dual citizenship by decree in just one day. Governing by decree is not unusual in Haiti.

Though he doesn't have to disolve the parliament
