I think you should get a meeting with Wyclef Jean who is already the owner of a major television station in Haiti for some ideas.

For example, find out from him how did he start, what were the red tapes and the hoops he had to jump and go through to reach that goal.

You definitely gonna have to get a permit/license from the government, you need to know what's entailed.

You also have to find a location.

Will it be in P-A-P, or in Cap-Haitian, or Gonaives, etc...

Also, will it be an opened/called in kind of programs?

If so, will it be an 800 number?

Perhaps you my have to bring some investors in as partners in order to get the idea becoming a reality.

I think this will be a good change for Haiti.
