I was watching this video and I noticed that Haiti signed a treaty with Brazil whereby Haitians and Brazilians with DIPLOMATIC passports do not require a visa to travel between the two countries.

OK, Rene Preval and Wyclef Jean do not need a visa to go to Brazil, How does that benefit Haiti?
